SCSEP is the acronym for the Senior Community Service Employment Program. SCSEP is a program operated by the U.S. Department of Labor that serves individuals with low incomes who are 55 and over and have poor employment prospects. Eligible individuals are placed in part-time community service assignments in not for profit organizations or governmental entities with a goal of transitioning to unsubsidized employment.
FIWI is currently a SCSEP service provider for the State of Florida Department of Elder Affair's in Alachua, Citrus, Dixie, Hamilton, Hernando, Levy, Marion, Putnam, Sumter, Suwannee, and Union Counties in North Florida.
SCSEP Seeks:
- To foster and promote useful part-time opportunities in community service activities for eligible individuals;
- To foster individual economic self-sufficiency;
- To increase the number of older persons who may enjoy the benefits of a regular job after participating in the SCSEP.
Eligibility & Who is Served:
SCSEP serves individuals who are 55 years or older with low incomes, as defined by the U.S. Department of Health and Human Services Annual Poverty Guidelines (see table below). If you receive less than the poverty guidelines, have been unemployed for some time and have barriers to successfully attaining employment, you may be eligible.

Benefits of SCSEP:
Individualized Employment Plan (IEP)
You, along with your Career Specialist, will develop an Individualized Employment Plan (IEP) with goals and action steps to determine your path to unsubsidized employment. Your IEP is continually updated and provides guidance to you in your pursuit of unsubsidized employment.
Assessment
Upon enrollment and every six months thereafter, you will be given an assessment to review your work history, skills and interests, talents, physical capabilities, aptitudes, need for supportive services, occupational preferences and training needs. Through these assessments we will create and update your individualized employment plan. By utilizing the assessments we will be able to determine your potential for community service assignments and determine your potential for transitioning to unsubsidized employment, which is the goal of SCSEP.
Physical Examination
When you enroll in SCSEP, you will be offered a complimentary physical examination at the local Department of Health or local Health Care Facility. The results of the physical are your property and will not be retained in your file. You will be offered the physical examination annually, and it will consist of medical history, pulse, blood pressure, weight, vision, and hearing. This is a basic physical and does not include blood work, MRI's, CAT Scans, or referrals.
On the Job Training
All participants have barriers to employment, most include a lack of recent job history or adequate references. SCSEP seeks to eliminate these barriers. FIWI places participants in community service assignments at not-for-profit organizations or governmental agencies that build upon existing skills to attain unsubsidized employment, while at the same time building relationships with the "host agency" supervisor that may evolve into future professional references. Job training assignments are for a minimum of 20 hours per week.
Orientation
When you begin the SCSEP you will be walked through a comprehensive interview and assessment process. FIWI will conduct an orientation covering all SCSEP policies with you. Once placed at a community service assignment to begin your training, you will also be given an on site orientation to ensure you are familiar with your training site.
Supportive Service Referrals
By partnering with FIWI you will be joining a team that is working hard for you. We will work diligently to assist you with the transition into unsubsidized employment, but we are also there to help you in acquiring referrals for much needed support and services.
